The DHS charter explicitly says DHS had no authority to act: In the event of a terrorist attack, natural disaster or other large-scale emergency, the Department of Homeland Security will assume primary responsibility on March 1st for ensuring that emergency response professionals are prepared for any situation. This tradgedy happened 2005 in late August, 2005 DHS only has the primary responsibility for these things on March 1st of all days. Blame LA for having poor reading skills... Indeed, I saw that "briefing" live and was appalled by how obvious a photo op it was, for if this had been a real briefing he would not have spent so much time congratulating his people for the wonderful job they were doing.
