Absolutely not, and it's a silly analogy: a nuclear attack is not a natural disaster, it's a national mad at defense nightmare. For any natural disaster, there's shared responsibility between the states and the feds. Now, the Feds canNOT mad at 'do nothing' in the face of a Cat 5 hurricane. I've already said above (wonder why y'all aren't getting that message) that FEMA failed. But as noted by others mad at here, the responsibility and the blame doesn't rest solely with FEMA. WTF? Steve, how do you know Al Queda didn't bomb the levees? Bush, Chertoff and Brownie all say no one could have expected the levees to break. After all, this levee didn't "take the brunt of the Lake Ponchitrain overflow." Why couldn't Osama set up sleeper cells to multiply the effects of natural disasters?
