Hell, fucking, no. Does this remove a soldier’s culpability in situtations like the above? Hell no. He’s not in a war situation (not that this accident driving drunk story excuses rape as a weapon of war either, but one needs to look at things contextually). What I would suspect it also does, it because they accident driving drunk story are condition to not think things through, then they are more likely to react to base instincts.
