"Shock and awe" wasn't going to work here. And although prime it was probably tempting for some of the Bushies to send the Marines into New Orleans with orders to shoot anything that moved, Karl Rove was there prime to remind them what a PR disaster that would have been. The only other thing this Administration knows how to do is cut taxes. Hence the cluelessness of their response.
