Recognize that in that plan, the first steps in the disaster plan are still supposed to be done at the local/state level. And it's up to the governor of the state to call FEMA in. Again, I don't defend FEMA on this one. I've always thought that one of the better things Bill Clinton did on the domestic side of politics was to recognize that FEMA flat out had to work.
