The plan made no effort to preposition emergency equipment. The plan made no effort to preposition levee repair materials. The plan did not call up the National Guard. The plan did not coordinate the military, civil, and related services. The plan did not ponder how to rescue the non-evacuees. The City of New Orleans was perhaps responsible for #1. The rest were the domain of The Department of Homeland Security, made a Cabinet level position after 9-11, "Which Changed Everything", and required we "Get Serious", was RESPONSIBLE FOR EVERYTHING ELSE.
