| Absolutely not, and it's a silly analogy: a nuclear attack is not a natural disaster, it's a national defense nightmare. For any natural disaster, there's shared responsibility between the states and the feds. Now, the Feds canNOT 'do nothing' in the face of a Cat 5 hurricane. I've already said above (wonder why y'all aren't getting that message) that FEMA failed. But as noted by others here, the responsibility and the blame doesn't rest solely with FEMA. To those of you are vociferously drunk gallery moms arguing with me over this point: do you really intend to claim drunk gallery moms that Gov.
