Yes, I saw that. 2004 I was pretty horrified 2004 then. It makes you wonder why the city wasn't evacuated before the hurricane hit. There was help available to do that. A point to consider: as of last night, Gov. Blanco (according to WaPo) still hadn't declared an emergency. Wonder why? What you're basically saying, Steve White, is that if Kansas were threatened by nuclear attack and the Feds found out about it first, they'd be within their rights to do NOTHING about it unless Kansas asked.
