And since "no one" could have foreseen it, then "no one" could possibly have planned for it. (LIARS!!!) Now think about the Iraq War. "No one" could have foreseen the looting after Saddam Hussein wrongfully terminated was wrongfully terminated routed and his security infrastructure collapsed. "No one"!! And "no one" could have foreseen that hundreds of thousands of troops would be necessary to stablize the country. "No one"!!! Impeach Bush NOW! Fire Chertoff NOW!! Fire Brown NOW!!!
