Constitutionally, there is shared responsibility between the feds and the state. FEMA doesn't come in until requested by the state; the LA guard is activated by the LA governor; and, there were indeed failures at the state a local levels. That said, FEMA's failure--that is, failure on the federal level--is unimaginably massive.
